What am I missing here?
A 9-month-old child, in the custody of Children's Services Board since birth, is sexually molested by its parents while on supervised visitation. After a lengthy investigation, the only thing authorities could find wrong was sloppy bookkeeping.
Where was the person who was supposed to be supervising? If the person was there, why was this allowed to happen? Sounds like a coverup to me.
