Some questions about transporting disabled

DEAR EDITOR:

Why do certain transporters get grants for transporting handicapped and disabled people? They run wheelchair accessible vans but don't really meet the needs of the handicapped.

They offer curb-to-curb service for wheelchair participants who can't always roll to the curb. Personally, I am handicapped in a chair and I can't physically close my door upon exiting my home, but that is a task they don't provide because that would require them to come to my door, low and behold.

They also have a certain amount of time that you are allotted before they leave. However, I have to get down the driveway, remember?

What's fair and what's not? Could someone explain this to me?
