Liberty passes home rule ordinances

Trustees passed a home rule ordinance mandating that logging companies clean up when they are finished logging a property.

Another home rule ordinance passed Monday mandates that sidewalk owners keep their walks clear of snow, although the zoning officer will have discretion in enforcing that ordinance.

Township Administrator Pat Ungaro said Tuesday that the township has had a problem with logging companies cutting trees or parts of trees down, then leaving without cleaning up.

''It looks like a tornado went through when they're around,'' Ungaro said.

He gave Trustee Jody Stoyak the credit for leading the push for legislation.

Stoyak said logging companies now will have to get a permit to do business in the township before they start, and they must restore the property they are working on to be at least presentable.

''Leave it in an acceptable condition,'' Stoyak said.

There are fines ranging from $50 for a first offense to $500 for a fourth offense, Stoyak said.

The sidewalk ordinance is aimed primarily at having businesses on busy streets, such as Belmont Avenue, keep their sidewalks clear, Ungaro said. He said a man who was killed on Belmont Avenue after being hit by a car earlier this year was walking on the street because businesses have the snow plowed in huge banks and stacked on their sidewalks.

The ordinance was amended and only entails having snow and ice removed within a reasonable time. An earlier version had called for sidewalk owners to keep them in repair from such things as cracking and upheaval.

Ungaro said he wants to meet with Belmont Avenue business owners soon to go over several issues, including appearance.

In other business Monday, Liberty Township trustees promoted township Patrolman Daniel Kovach to sergeant; agreed to place a 1.5-mill renewal for the Fire Department on the November ballot and accepted the resignation of Mary Louise Gardner from the 911 center. Gardner had worked for the township for 32 years.
