The ODNR rangers hand out more punishment and fines for taking a leak, amounting to a few ounces, in the bushes of Mosquito Lake State Park than what this greedy putz will get for openly dumping tens of thousands of gallons in our waterways.

Any company involved in the drilling of oil and hauling of brine, should be thoroughly investigated before any permits are issued. They should also have a person appointed by the county or state to be on site everyday, which they pay for. All vehicles hauling brine or any type of waste should have tracking devices installed on them. The ways to fix this from happening again are quite simple, just need to be put in place. Lets see if our elected leaders do this.

**** Feel free to change the song as you like. This area has not taken good care of its water resources for a long time. What Lupo did is a whole new kind of disgusting, however.
I say make him drink brine and swim in the Mahoning River daily until it's cleaned up. Of course, jail time will work too- lots more than 3 years, though.

The environmental terrorist is still not in jail, and likely never will be; the river is still polluted and likely always will be; the fracking/injecting/drilling and dumping go on nonstop; it's business as usual. Now we are learning he dumped at leasts 20 times or more per his scared employee, not the 5 or 6 he admitted to doing. The laws on fracking fluid dumping such as what Lupo did are too weak FamilyGuy and definitely need strengthened.

Hope fines and jail time are at the max end of the allowable scale. For EACH of the separate offenses.
We do not need a lot of new laws, we just need to vigorously enforce the laws already on the books.
