The reputable and successful business owners in the immediate area deserve not to have this individual operate a business any where near them. In time another less than desirable establishment that attracts the less than desirable clientele will surface. You can't curb the violence that these places create unless you keep these places from becoming a reality. Good luck with that ......

So since the Zman violated his probation, why wasn't he locked up? This man has proven to be a local drain on city resources. As much time is spent on his interaction with local police, maybe he should just get job at the police department.
